Read the Master Plan of Evangelism by Robert Coleman.
What kind of people do you need on your team to plant the church? How many?
Who do you already know who will come with you? What roles do you not know people for?
Where do you need to go to recruit people and what will you need to do, and from whom do you need to get permission.
Given Jesus approach to recruiting and training his preachers as described by Robert Coleman, how does this influence how you will go about this?
The mother church is the cradle of the team for evangelism, the resourcing base. Not all in the church will feel called to this project but all can be asked to bless it, to pray for it, to support it.
Who is the mother church _______________
Who make the decisions to bless ministry projects? Who release the funds? Who get the people to back it?

Write a step by step process for getting consensus behind your plan by contacting key people and involving them, going to the right committees, motivating the whole church, turning the churches vision around
Now put an order to these and put milestone dates beside the critical ones. See the model in the churchplant gantt chart.
On 5-7 pages prepare your program plan, including the need, the vision statement, the motivation, specific measurable goals with times they should be accomplished, milestones to do that, personnel needed, physical resources needed, costs for each step, those costs integrated into a budget.
Now do a one page summary
Now turn it into a 5 slide power point presentation with minimal words, and some graphics that can be used to communicate with key people. Add one extra slide at the front specifically to get them motivated with the need, and one at the end defining the commitments that you want form them.
Make a copy on the next page and give to the training coordinator
